Mariana Socal, MD, PhD is an Associate Professor of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health. Her research focuses in improving access and affordability of prescription drugs. 

Dr. Socal regularly advises policy makers on issues of pharmaceutical pricing and regulation. In the US, this includes the White House, the Centers for Medicare and Medicaid Services, and various Congressional committees. She works closely with several state-level initiatives, including the California Generic Drugs Initiative (CAL-RX). Dr. Socal is also a member of the World Health Organization Technical Advisory Group on Pricing Policies for Medicines.

Dr. Socal has testified before the U.S. Congress and the FDA, including on the drug pricing provisions that were enacted in the Inflation Reduction Act. Dr. Socal has also provided public testimony in support of several state-level prescription drug affordability legislation initiatives nationwide. For her efforts Dr. Socal has been recognized with the Johns Hopkins Bloomberg School of Public Health Public Health Practice award.

Dr. Socal is a physician trained in adult neurology. She holds a Master’s in Public Policy from Princeton University and a PhD in Public Health/Health Systems from Johns Hopkins University.

At Hopkins, Dr. Socal teaches courses on U.S. Pharmaceutical Policy and the U.S. Healthcare System. Dr. Socal is a recipient of numerous Outstanding Teaching recognition awards by the Dean of the Johns Hopkins Bloomberg School of Public Health including the prestigious Golden Apple award.
