Andrew Anderson, PhD is an Assistant Professor in the Department of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health. His research examines how public programs structure access to care, through payment policy, service delivery design, and quality measurement, and how providers and patients respond to those systems. His work focuses on Medicare Advantage, Medicaid policy, and behavioral health systems, with an emphasis on improving how care is delivered, measured, and rewarded. Prior to joining Johns Hopkins, Dr. Anderson was an Assistant Professor at Tulane University, a Research Scientist and Phyllis Torda Health Care Quality Fellow at the National Committee for Quality Assurance (NCQA), and Director of Quality Measurement at the National Quality Forum (NQF). He was also a Robert Wood Johnson Foundation Health Policy Research Scholar and a Health Affairs Health Equity Trainee.
